Some of the numbers on your calling list are not leads. They belong to professional plaintiffs who make a living suing telemarketers. They are often called TCPA litigators or serial plaintiffs, and a single one can turn one campaign into a five-figure claim.
A serial plaintiff sets up conditions to receive telemarketing calls, sometimes with multiple phone lines, then documents every call carefully and files suit under the Telephone Consumer Protection Act. The TCPA allows $500 per call for a negligent violation and up to $1,500 per call for a willful one. Because these plaintiffs collect calls over time and often file as class actions, the damages add up fast, well beyond what a single call would suggest.
The attorneys who bring these cases are part of the pattern too. A handful of firms file a large share of TCPA suits, and they work with the same plaintiffs repeatedly.
Here is the trap. Many litigators keep their numbers off the National Do Not Call Registry on purpose. A number that is not registered will pass a standard DNC scrub clean, which is exactly what the plaintiff wants. They are not trying to avoid your call. They are trying to receive it, so they can sue.
